Does it have an upgrade feature like Ubuntu/Debian (dist-upgrade)?.. Also, 95% of all you highlight in this review suggests that these types of customization options don't exist in Ubuntu. They do, and all one has to do is use some of the customization GUI tools readily available to make Ubuntu look and feel exactly identical to Mint. Where Mint differs is with the Control Center tools and customized scripts. You really should highlight what makes Mint, Mint, and not a Ubuntu clone (which it mostly is).
